Is it time to recruit JC’s and Obtain Step Downs in 2020

Is it time for Coach Phen to recruit and sign JC’s players and obtain Step Down players for 2020 ? I think so but many posters may feel differently.. I would like to see 70% signed incoming freshman and 30% JC’s and Step Downs. Coach Kramer liked building his program with mostly incoming Freshman in hope that his Junior and Senior classes would be contending for Championships. Well, contending for Championships never came with his recruiting classes so was it because he did not recruit top players or was it because of poor coaching?. Maybe, Coach Phen recruiting philosophy will be different going into the 2020 season as he needs to start winning games in the future. We will see.
