When reached at his Portland office Monday, Billings said he and his wife liked the change in pace Portales would give them and a change to a location where the university was the community’s focal point.

I’ll leave aside the “unquoted quote” from the newspaper (and let’s be honest... we have a crop of lazy sports journalists regardless of location). A bit of ouch there.
 
If you ever want to go somewhere where the university is the town's focal point, you could certainly go to Corvallis. Or Pullman. Or Cedar City (aka "Whoville").

I spent almost 20 years of my life in small Montana towns where the school was the focal point of their existence. When I moved to Portland, I was ecstatic about leaving all of it behind me. Each person's perspective, I guess.
