FWIW, Dakota schools can afford to expand their facilities because there's absolutely no other options and nothing to do up there. The collegiate teams are as close to a pro team those frozen hicks will ever see. There ain't than many people willing to live there and most those that do have nothing else to do on a Saturday. So where else is their $150 paycheck gonna go?
Meanwhile in CA ..... there's too much going on for people to pay much attention to even an NFL team unless they're winning consistently. Even the 49ers weren't drawing well until they started winning this season. The Rams and Chargers draw more fans for the opposition than themselves. College programs have the same problem and the smaller ones have it worse.
Again, gotta win to take people away from the myriad of other things to do in CA.
Meanwhile in the Dakotas ..... it's fairly easy to draw people away from their ice fishing holes, winning or not.
I've only skimmed it, but this looks more like a plan to get another NCAA Tournament bid (by splitting apart once the continuity is earned) than some grandiose plan to move FBS.
